This isn't rare - it's illegal copies of ROMs. Moved to general gaming.

With that file naming, they're just downloaded off the Internet. And burnt in 2011, it would appear.

    030811 would be August 11th, 2003 and not 2011.

You're obviously from a strange country. In the US, it's 8 March 2011. In the UK, Australia, Russia, most of Europe, Brazil and most of Latin America it's 3 August 2011.

YMD format is pretty much Japan, China, Korea and Taiwan.

In the picture, the dated folders are August 11 2003

No, YYYY-MM-DD is the standardized international date format. Not from some "strange country".
It puzzles me nobody seems to have heard of this.
So "YYMMDD" would be a truncated representation of ISO 8601:2000.

In the end it all depends on the software used for burning the disc, though.

2003 seems more plausible, because who the hell was still using Nesticle in 2011?

Seems like this is just a typical loosey ROM collection from the early 2000. Nicely renamed so most of them miss information on region/set and on top of that retail and PD games just mixed together.

I once visited the UK. Especially England is the strangest country I've ever visited... and you tell others how strange their country is?!

Exactly right. I write queries all day long in yyyy-mm-dd format here in the us.

That file naming looks like it was done by a 14 year old.

I take that as a compliment coming from someone in a country that :
    - drives on the left side of the road
    - uses miles and not kilometers
    - does not want to use the obvious european currency that is the euro
    - has judges wearing huge wigs

But not fast enough to stop you publicly confessing to being in possession of 100s of IP infringing files! Shred those discs man, the Feds are probably on their way!

I don't see why there was so much back and forth arguing when it is clearly in the original screen shot for christ sake.
