I would like to know, if I got myself an NTSC 32X, put it into my PAL Mega Drive, and then used a Mega Everdrive to format the roms to work on the hardware, would that work? And if I were to use the different bios files for the Mega CD via the Mega Everdrive, would I be able to use the 32X CD games on it? I really would like to know.

I don't know the answer to your question but why not just buy a PAL 32X?

Possibly because it is cheaper and easier to get an American one than it is to get a PAL Variant.

Having done a bit of research you will need to have the 50/60hz and region mod done on your Mega Drive for the NTSC 32X to work and also on the Mega CD. Basically the systems have to match at all times.

The Mega Drive mod is really easy to do.

Might as well install a switchless region mod into the MegaDrive. Works with the 32x as well.

I do know for a fact now that when doing a region change/ mod the classic method of VCC for NTSC and GND for PAL is not needed. Just need GND for PAL. The chip in the Genesis/ Megadrive goes logic high (VCC +5V) when the pin is left open. Not sure on the 32X if you will need the VCC for NTSC or not...

EDIT: Just read back through to see what the question is. Here's the answer to everything.

You can use a NTSC 32X on a PAL machine if you change the input on the proper chip. VCC for NTSC and GND for PAL. Same for the Genesis/ Megadrive but only GND for PAL is needed since the chip will go logic high and get VCC to the pin if left open. (I've confirmed this on my model 3.)

You can load the alternate region BIOS to the CD from Mega ED to play games from that region. As long as the frequency for the region of the game and language matches across all hardware, it will play. So for a PAL 32X CD game the Genesis/ Megadrive needs to be set to PAL and ENG. 32X needs to be set PAL. And you need the European BIOS loaded into the CD from the Mega ED if it is JAP or NTSC-U. Same for all other regions. JAP games= NTSC on Genesis/ Megadrive and 32X, JAP language on Genesis/ Megadrive, and the JAP BIOS loaded on Mega CD. USA games= NTSC on Genesis/ Megadrive and 32X, ENG language on Genesis/ Megadrive, and the USA BIOS loaded on Mega CD.

The 32X has no language selection in it, just the video frequency.
