3DO blows fuse every time, can't troubleshoot

    So I was given a few 3DOs to fix a while back, and never got further than changing a few suspect caps and replacing the fuses. I have two boards, one that keeps blowing a fuse every time it's plugged in, and the other just doesn't do anything.

    I can't really do any troubleshooting, simply because to test the regulators I need to have it plugged in. I've checked the following:
    - Power Supply (both read about 15V which I think is right)
    - Changed a few Caps, didn't work
    - Replaced the fuses, but blew them all out and need to order more now.

    I just can't check it. I'm worried if I bridge the fuse I might melt it if it's acting so finicky. There's another transformer in board, marked '20001' on the top, it's visible in the 1st photo in the link provided. I'm wondering what it's purpose is, since the main transformer already steps down the Voltage, it must be either stepping it down further or stepping it up.. anyways, if anyone has had a similar problem, any thoughts might help

    If it's blowing fuse, there's a short somewhere. I wouldn't bridge the fuse as it may fry other parts.
