480p through scart

    Is it possible to force progressive output through official scart instead of interlaced ?

    SCART uses interlaced video standards.

    Xbox doesn't output VGA, the format it would've been had Microsoft done something like this.
    But scart at higher resolutions has a few non-standard uses. xrgb mini accepts 480p in RGB form.

    In any case, hardware modding the console isn't required. You could externally encode component to RGB.
