Yes, developers in all main regions received 64DD kits. Rareware for example in the UK had DD kits, experimenting with such titles such as DK64. Epic Megagames (as they were then known) had kits too from what I know, because Unreal was to be a 64DD game. From a certain point onwards however it is clear from the programming manual that the "intended" launch regions were going to be US and JPN only. This can be seen from the region encoding code, where a disk is either JPN or US - but no mention of EU/PAL. 64DD dev kits should have originaly been about 1.000-1.500 USD.
it is, but it's an add-on, not an entirely new console. It's an optional add-on too, which means that if the company hopes to promote it it needs to make sure its cheap and attractive to developers too.

dont mention it 10.000 ?! That's some wishful thinking, considering that even brand new GC devkits were cheaper than that!
