Seems to be a fairly completed version of the game by the looks. And if it was actually owned by Sega Australia for production and shipping to retailers, then this must be the same fully finished build of the game that was also sent to several European magazines for reviewing purposes in 1995. drx only had an early prototype which, according to him, didn't have any introductory/title screens and was unplayable. This is much better because it seems to be the finished product that was going to be shipped in Europe and Australia (the game was apparently going to be PAL exclusive, just like the SNES version). Now I would like to know what the System 3 guys think about this, claiming there was never a Mega Drive version developed and disregarding these 1995 game reviews by considering they were just some fake using screencaps of the SNES version when they were asked about them. No wonder why they were not aware of its existence, because it turns out this was actually produced by Ocean (by using the publishing license they had from System 3) and tasked to that "Dynamic Interactive Computer Entertainment" company for development. System 3 was not directly involved in this version at all despite what the second screencap claims (that's supposed to mean they developed the SNES version, no this one which is a port).
Those boards do look in mighty fine condition for something that they are supposed to be 20 years old. The EPROMs look all scuffed up but the boards are near perfect with very little oxidisation. Maybe they've just been stored really well and Ocean Australia didn't cheap out on the boards in the first place.
It could be that the EPROMs are genuine but board-less and the seller decided to build some board to try them and sell them on.
You can see sticker residue all over the eproms, which means they were used multiple times, maybe for different games or just different versions of the same game... I also noticed that the board and the eproms didn't really match and I came to the same conclusion as sabre470.
I suppose the DICE you are refering to is Digital Illusions Creative Entertainment (now EA DICE)? Doesn't seem to be related to this Dynamic Interactive Computer Entertainment company at all. In fact, EA DICE has an unreleased Mega Drive game of their own, and they have been trying to release it since some time ago (not sure if those efforts continue or are stalled now).
