Comcast locked down their network, so only non retards can do it (hence why you have not seen it like it used to be like). But even with a legit modem, you could put custom firmware on it and do what you like - including releasing/renewing dhcp leases. Then there is changing macs to be a completely different user. You also fail to mention most cable modems allow the max CPE to be higher than 1 (so you get multiple IPs - so just change your routers wan port mac and you will get another IP). Also dynamic IP is very common in the UK at with dsl - I can connect here with a new IP each time if I want. anyway, its pointless to ban by IP if the person even slightly knows what they are doing. As I said, I (used to be) an admin on one of the sites that actually created the custom firmware. I also personally created/released one for the puma5 chipset docsis 3 modems...
