They use it for the Nurbürgring 24h Endurance race. Anyone with a drivers license can drive on it. You only need to sign a term of responsability (if you hurt yourself in a accident, it's your problem) and pay 10 euros for each lap, if i'm not mistaken. Plus if you don't have a car to drive there, you can always request a lap in the "Ring-Taxi". Sabine Schmitz drives this Tuned BMW M5 V10, called "Ring-Taxi".
