I recall there being two packaging designs (though manual and cart designs were the same) for Raiden here in the US. I myself owned the first version which featured the pink/yellow design scheme as shown in the manual cover. I did notice the second design once in a used game store, though I was never clear as to why the game had two designs. Maybe they reprinted it after the initial copies sold out?
Then what do you suggest? That Micronet decided to make two versions to deliberately confuse buyers? Not many games back in the 16-bit era had their box art changed. Either the company thought the original pink/yellow art scheme looked stupid and then decided to switch to the newer style, or whatever is anyone's guess.
They probably came out with that design later after its release to look more badass than the pink and yellow scheme they went with before. I don't think that many were made with that design.
