there is $9 on my paypal i need a extra $1.67 and i do have $2.89 on a visa gift card i have here but i need to send the money to paypal i would just add this card to my paypal but you need to have $3 to confirm your card so how will i go about getting the money off the visa gift card and onto my paypal account ??
Open another paypal account and send the money to yourself. Although i am not sure if paypal accepts prepaid cards or not. You will have a pay fees one way or another.
Yes, you can Link any Master Card or Visa Cards to your PayPal Account (I have a PrePaid one, and it works). No, you can't send money back and forth between them, Bank Accounts are required for this.

I noticed yesterday a link on Paypal saying they accept pre-paid gift cards. I have not looked into that yet.
