Asian Mega Drive SF2...PAL or NTSC

Are Asian Mega Drive games PAL or NTSC? I've heard some are PAL while some are NTSC.

Specifically, I want to know if this Asian version of Street Fighter 2 SCE will work on Japanese Mega Drive consoles:

 

Asia had PAL and NTSC markets. Loose carts don't seem to show an obvious indicator.

This game is region free in Japan, with Japanese text only.

 

asian carts will work with pal megadrives (i tried topgear on my aus megadrive)

 

But my Hong Kong version of Sonic 2 works on my NTSC Genesis (3, so there's no cart fitting issue).

 

Single cart Sonic 2 never had region lockout. (though Sonic Classics/Compilation has a PAL only version)

 

NTSC US version of SFII:SCE is locked to North American hardware, while the JP NTSC version isn't locked to anything. Dunno about the European PAL release.

I have a bootleg cart from the 90's from Thailand that's the NTSC English version with no lockout. Is it just a patched version of the NTSC ROM or a counterfeit of some region-free English version such as what you may hold in your hands? I dunno but I'm sure a quick glance at GoodGen or No Intro's lists would tell.
