I’ve not had a detailed look yet but I’ve far noticed the following:

This as well as a few other tell tale signs point towards PSY-Q (commercial Playstation libs)

Not a surprise it’s commented in Kanji.

 

I'm still downloading the source, but I do remember that the Saturn version of the Psy-Q compiler includes a tool called Kanji.exe that preprocesses the kanji comments, and the bit in "OPTIONS" certainly hints at it's use. I'll have a look at it soon
