Well long story short, i'm building an old PC for PS1 development. I chose a Socket 7 board with a PentiumMMX 233 and 128MB of EDO RAM. THe main reason i picked this board was because it had 4 ISA slots. So this board does not have a built in GPU, so i'm in the need for a PCI card (no AGP slot). I could go buy a Geforce FX5200 but that is way overkill for a pentium mmx, it may not even run correctly. Right now i think the Diamond Monster 3DII is the best choice for this setup, but are there are better cards that wont be overkill for the pentium mmx?
I think you could have mentioned pentium mmx a few more times, just for clarity. Otherwise someone might not be sure which processor you are talking about.
A RIVA TNT 2 of course! There were a few PCI models made with added additional marketing nonsense called "AGP Emulation"!!

My first true graphics card was a TNT2 Diamond Viper 770 Ultra, I was the only kid at school who could run Quake III at max settings on 1024x768. Oh those were the days.
It may be hard to find, but this would definitly fit the bill! But on a more serious note, the voodoo 3 is a good choice, but you can go even earlier than that assuming the ps1 came out in 95.
i ended up going with the TNT2, after doing a lot of research on it it seemed to be the best choice. It was released right along the same time as the Pentium 2 making it one of the latest chips for the Pentium mmx.
