I just had a Polish geezer in Scotland, by the name of Przemo_08 on eBay trying to access my PayPal account via phoney PayPal messages. He bought an item, sent me an 'Instant Payment' message and if I hadn't been a bit suspicious I may very well have used that message to then access my PayPal account to view the transaction, which obviously didn't happen. So, anyone in the UK selling console or electrical stuff, or just wanting to protect their account from yet another tosser, then drop him into your banned list.
Forward that email message along with a description saying that this was an active user, not just some spam bot, to ebay. spoof@ebay.com
Did you check the link in the e-mail (just hover over it)? What URL did it link to? It's fraud - you could report this to the Police, or there should be a relevant fraud website for reporting such matters. He has emo in his name - maybe he'll go cry in the corner now he hasn't got access to your PayPal :110:
