Build a PIRS file

Does anyone know of an application that would build a PIRS file?
I have a video that was released for free on Xbox LIVE in 2008 but the original file is no longer available.
I have the video and the information about and I am wanting to build the file so the Video will show up on the dashboard, is there an exe program or would I have to code it in Visual Studio.

 

Use "XLast" - (Xbox and Live Authoring Submission Tool)

It's included in the Xbox360 SDK. It can compile any type of CON file you need. It's a little strange to use, but you'll get the hang of it.

I have to thank you again, this is quite simple. I thought I was about to load up visual studio and have a headache

 

it builds a cab file for me nothing else, even when connected to x60 neighborhood

 

Keep your xbox off, and click "Test on local xbox" - I will compile a CON file inside the "online" folder in the project directory.
