Amazon won't ship games internationally. Check their shipping policy: https://www.amazon.co.jp/gp/help/customer/display.html?nodeId=642984 You can use one of the many forwarding services like From Japan. Or just order directly from one of the online shops based in Hong Kong such as PlayAsia.
Some sellers will ship overseas, just check the shipping info in the discription. IIRC you can sign in with your normal Amazon account and pay normally. Edit: Oh GAMES, I should learn to read. I've bought other stuff from Amazon JP without a problem, but I've never tried to buy games.
Amazon US will ship games internationally. They have no issues at all in doing that. I buy many games from Amazon US and have them sent to Japan all using a Japanese Master Card. I'm notvtalking about Amazon marketplace sellers either but actual Amazon themselves. It's funny that Amazon Japan have a different rule but that's like a lot of things here. They keep thing in house so to speak.
Maybe because some Japanese publishers are really, REALLY against exporting their games. Like whoever made that creepy rape simulator.
