Sounds more like a joke auction to me. The title is- "Find out why so many buyers are stupid." 65 cents doesn't seem to bad, I'm tempted to bid.
Probably (by the tone of writing and the location of the true explanation), it sounds like someone who is TIRED of real scams of similar callibre. You know, like ones where they actually place the PSP image and the list and in the end there's the fine print that says what is really being auctioned. Too cynical, it would be, to be a real scam.
