For anybody who can help, Thanks! I got these instructions: black background layer, new layer on top with a moderately dark blue high res radial blur, gausiun blur it until it's about as smooth on the border as you want, make new layers with different shades of blue and make strokes with them in the way you roughly want them to show up and then gaussian blur them to sight. Then for safety duplicate each layer and make them invisible, merge the blue layers and skew them until they're in an oval shape like the pic But I'm photoshop illiterate pretty much I just need the background & I'll give reputation (if thats an incentive)
