Can anyone translate this JAP Outtrigger cheat?

This one unlocks all unlockables (+ omake, as it states)

Options->Sound Test->SE Pack 14->Se Test 268
Set BGM Volume to 5 and play the Sound Effect once
Set BGM Volume to 0 and play the Sound Effect once
Set BGM Volume to 5 and play the Sound Effect once
Set BGM Volume to 10, and push the B-Button
If you hear the "gachan!" noise, it worked.
