The post offices screwed themselves by making insurance a myth. They can't really expect people to pay import taxes on the real value if they refuse to pay out insurance claims for the real value. It's one or the other.

The really smart Buyers buy it off of eBay and make 2 payments. One small payment which is the value I use on the invoice, then a larger second payment to pay for the rest of the real cost. That way if customs wants to see a sales receipt they can print out the first PayPal payment and bring that to the post office.
