CECHL PS3 motherboard won't go to standby mode

When I plug in the power cord the red light for standby will not turn on. I tried to put a wire to connect pin 1 and pin 3 on the PSU white cord and it still won't go to standby,
however when I connect the flex ribbon cable to the bluray drive half way in, I can get the blue LED to light up.
the PSU is not at fault as I put it in another console. The CECHL has the power button integrated into the motherboard.
