e: Oops sorry in my tiredness I put vertical instead of horizontal in the thread title.
e2: This seems to have fixed itself. When I hooked it up to my capture gear it stopped doing it.

Not sure if this is the best place to put this
I use the output on my bvm to send an RGB signal to a one of those $30 CGA to VGA scalers, the GBS8200.
I've been getting this issue where my CGA to VGA scaler is causing horizontal lines to show up on bright text/images. Right now I use my BVM20F1U as a powered splitter. I have Scart RGB going into the BVM, then I made a cable to hook up RGB from the output BNCs to my CGA to VGA scaler. (the scart connectors have capacitors in them, but I did not add any capacitors to the cable I made that goes to the cga to vga scaler if that is the issue.)

It persists even on different platforms with different scart cables so I don't think the scart cables I have for my consoles are to blame. One picture is from a SNES but I do not have the vertical bar issue and I already did that 220uf cap mod on it. It fades away when I remove power from the scaler. I have an LM1881 sync cleaner circuit installed on the scaler. The picture does dim slightly when I apply power to the scaler.

(I upped the brightness on the tube so it would show up better)
