As I recall KRIKzz does have a license with some chinese producer. However, you don't get tech support and such from KRIKzz unless you buy the cart from him or one of his distributors.
Its a gray area, really can't get into more detail than that. However to add on to what BM-Viper said, its also only PCB 2.3 (no Mega-Key) and is only to be sold to residents of China, thus why is says "China Ver." on the cart.
