A complete SN Systems SN64 development kit consists of a big black cartridge emulator that goes into the N64 cart slot, an ISA SCSI card and a thick cable to go between the two. Yes, you need a host PC for the SCSI card and development tools/libraries. I found that with mine I could use a generic PCI SCSI card instead of the ISA one. The kit contains everything except the Nintendo N64 SDK itself.
