my mate was telling me the other day that there was a converter to be able to convert video to be able to play on the ps1
it would convert the video to the same format as the cut scenes in ps1 games and if you did the swap disc trick or your ps1 was chipped it would play them

anybody know anything about this ? google was not much help

also im not talking about the vcd player addon

It's possible to do, I have done it. But I'm not aware of a single program that does it all. The official software tools can encode "STR" movie files and build a CD. All that is left is a program to actually play the video which isn't too hard. It's not really worth the trouble. The quality is less than VCD and the video takes up more room. At 30fps I think I estimated you might fit 30 minutes of video on a disc at 320x240. Might be ok for a music video or anime/cartoon episode but a feature film would probably require 3 or 4 discs.

Well if you search around you can get the official programs from the Psy-Q development kit and convert whatever it is you wanted and from there you can probably find a program to play it. There was an example player on psxdev.net I think.
