Yes, look at the pictures even if you don't understand the legalese. It's a drag and drop game development system like Dezaemon and Fighter Maker. Could have been a successful gimmick in 1994!
this has been previously discussed here: http://www.assemblergames.com/forums/showthread.php?t=5326 the machine was apperantly used(although not available to consumers) and several cartridges for it appeared over the last years. i own a couple of them, aswell.
