DECH-2500 Doesn'Boot Up

I got DECH-2500.
However, I can not turn on the power.

Is it possible to identify the cause of these factors?

 

Some slims were doing that for RSX problems. But it can be the power supply too

 

Sometimes it starts normally, can output video normally, and can play the game.
In this case, is it supposed that the power supply is broken?

 

I would start from there, check if the psu has swallen capacitors
