How do you define promotional items? For example here I have a fuel advertisement. I took it from asda and it comes on cardboard. It isn't painted or anything fancy just sent out to asda to advertise the game.
Never sold. They used it to advertise in the electronics section. They were chucking it out so I took it.
Promotional items bear a "not for sale" writing most of the time. No matter if you call it NFS, Hibaihins, Promos or whatever - anything that was given out free and has never been distributed commercially is a promo.

Right, and a promo also can be the very same game which is commercially released later as a official vesion, but in an other package, or with removed stickers, or different printing on the package or disc/cart etc. In contrary it can be also a very different still unfinished state or just a part of a game (like a proto).
