Dev Wii RVT-R Frozen. Help please

I got ahold of a Development RVT-R Wii but the unit appears to freeze at boot up (see photo below). Anyone got any ideas on how I can fix this? I tried booting the unit with a gamecube controller in port 4 while holding down the Z button and nothing happens.

 

I don't have an answer for you but I was curious as to what the Gamecube controller in port 4 and holding Z is supposed to do? Is this only for development units or retail units, too?

 

I don’t think it works for the retail units but for the developer wii, it will bring up some menu’s where you can change the units settings. You can also change the region of the unit that way so you can play ntsc, japan, or euro disks.
