I can't imagine why not. I don't think the memory cards are region locked. At worst you'll need to make sure you only use PAL games with that card, as some consoles have issues using one for multiple regions. And make sure you have a serial port, because I don't think they ever made a USB one.
I had one back in the day that I bought on holiday in the US and never had any issues, I still have it actually!
The dexdrive is PC based so any n64 region makes no difference. I still have mine but haven't used it since the V64 days.
