Did Nintendo make a device to play DS games on a TV?

Something along the lines of a Wideboy 64 type device or special DS that connects to a TV? How do Journalists take in game pictures?

nope. I've even used the original TEG dev boars (when it was a large pcb) as well as the first model IS-NTR kit.

I wish that the DS had a tv out. I remember reading the reports when they came out that you could "barely" watch them on your tv through the static.
