The address is 420, the daily "high time" for certain individuals being 4:20. I believe it started as something related to the police code for a drug related arrest or something being 420. I don't really know, never bothered with the stuff myself. In any case, it doesn't make that a funny pic.
420 is a code word for smoking weed... So by using that as the address of the police station, it's considered ironic... Looks like a photoshop hack anyway
4:20 is the time you take your first bong hit of the day. The idea being that stoners don't wake up until like 3pm anyway. A friend of mine used to have a annual party on April 20th, although it's been a few years.

I believe 420 being used as a police code is just an urban legend/myth. All I ever did on 4/20 was get high, just like pretty much every other time I did it. It was the first time I used a bong, though (about two years ago). Most people around here celebrate like it's some sort of holiday... Hah, oh right. I think last 4/20 was when I started hallucinating off of sleeping pills. That's why I don't remember it...
