Not lockout chip, USA games have "inverted" data address pins. Switch them with a converter or modify the game code, whoo working game.

 

I'm aware it's just a different pinout...but it seems like a lockout to me...

 

"Pop Breaker" doesn't work on a non-Japanese Game Gear. That's the only game I am aware of with this restriction.
