A japanese guy seems to have reverse engineered the 1st_read.bin to find out that the 1st_read.bin should be in the root, and all of the other data in a folder named HELLGATE. A simple fix buyt really hard to figure out.

Can't tell for sure, but SH-4 dissassemler and analysis seesm like a probable way to do it. Also the guy could have used the devkit debug tools. I don,t know what HE did but there's many way to do it, none are simple.

Why would you want to burn this to a gd-r? I hope your not thinking of selling it off on that for profit.

Plus it makes it more convenient to play the game on a devkit, and be able to make screenshots etc! So I understand why he burned the data to a GD-R

I'd burn it too if I had the necessary equipment. GD-R is the proprietary format in which betas have to be (personal opinion).
It's highly collectible to have it that way but I think I'm the only one who thinks like that, a part from raylyd.

? - I assume that you want to burn it to a CD-R (not GD-R) but I honestly got no idea what you mean when you are asking "how do i make up a 1st read bin".

I am sure people could help you if you would tell us what you want exactly.

you get it by "compiling" your code, then you will get an ELF file that can be converted onto a binary file, then rename that binary file then you have your 1st read bin.
Use the SDK make a project, compile it, then upload it to the katana you have
