Dreamcast Power Jet Racing doesn't boot - need help with Japanese error message

I have bough the game Power Jet Racing 2001 for the Sega Dreamcast. Unfortunately the game does not boot. It shows some Japanese text for a few seconds and then returns to the main menu of the Sega Dreamcast.

The disc has a few small scratches, but nothing serious. I've cleaned the disc, but with no success. Furthermore I've tried 3 different cables (RGB, VGA and Composite).

My Dreamcast has a modchip, but I've tried DC-X, Utopia Boot CD and Action Replay CDX as well. I wasn't able to boot the game. It does always show that japanese message and that's it.

It would be very nice if someone could translate this message for me.

It has nothing to do with the cables or your mod chip. The disc probably has disc rot, shine light through the disc, and look for holes in the data layer. That was Google translated BTW lol
