Kind of a unique promo item Atari sent out when the game was released. Oddly, I never played the game itself, the game is still sealed.

No, it is screwed onto the base so you can't see who manufactured it without removing it from the base.
I was thinking this too, but then thought maybe there is felt on the other side keeping it on but think that would be a dumb idea to have felt on bottom.
I thought it was on a sealed base, but would not make sense to do so. Possibly but depends which company had the license to produce that model in that scale. They do look close however.
