Hello! Probably it's an unit which was defective and/or dismissed and it's been handed over to Sony, which got it working again and returned it to the same developer or another one, hence why the sticker "refurbished".
It is an earlier model: DTL-T10000. I wonder how long the DTL-T10000 units remained in service, after the PlayStation 2 launch date. I thought that they were rather quickly returned, replaced with the units (DTL-T10000H) that could support a HDD unit. So SCE(A?) wouldn't have bothered to refurbish any of those older TOOLs? Or were developers allowed to send their DTL-T10000 units for repair, without being upgraded/replaced?
Well... I didn't notice... It could be that this unit broke down really fast, so they had time to refurbish it and send it back before shipping T10000H's... If this is the scenario, this model could be as well 'one of a kind'. No idea about who could be interested in it, maybe extreme Sony collectors...?
Upgraded? So they actually retrofitted and reused their old DTL-T10000 units? Do they change their product information stickers as well (specifically, so that it reads "DTL-T10000H" instead of just "DTL-T10000")?
