It's the Japanese version - it's region locked if I am not mistaken.
However you do have the newer PC card with 566MHz Pentium 3 Celeron instead of 233MMX.

My set has Seagate HDDs too.

If you're referring to the J in its model name, DTL-T10000HJ, it is not region-locked from what I remember (but... I last booted pressed discs in 2014, when I got my set). In fact, I don't believe I've ever seen a DTL-T10000H with no letter after it. That letter seems to indicate the region it was released for, although all TOOLs at that point seem to be region-free.

I think it may be related to the region-specific stuff, like the sticker at the back. Mine is a DTL-T10000H J, and the sticker at the back says it will only run on 100V. So I actually opened up the TOOL to confirm that it will run on 230V before I plugged it straight into the mains.

Especially after @TriMesh's recent discussion about his experience with getting a device certified by certifying authorities.

DNAS isn't installed in any PS2. It's a security implementation that is part of the software, which utilizes the keys of the console to function.

One thing that comes to mind is if the "HE S" is related to a different SPEED chip revision... but because that marking is on the slot rather than on a PCMCIA card, it isn't that.
The next possibility is a more complete or incomplete support of PCMCIA cards and/or the SPEED-chip PCMCIA card. Best check the Dev9C (SSBUS Buffer) chip revision and compare it to that of other TOOLs to know if that is related to the revision.
"HE S" ?= "HDD and Ethernet Supported" (or "HDD and Ethernet SPEED chip to be inserted" (given the arrow above "HE S")) ... but the Dev9C shouldn't be related to what SPEED chip can be used with the TOOL.
Because the AIF is on the same PCB, it may be a good idea to check its revision as well, although it is unlikely to be related to it. The AIF is known to sort of a lack DMA for the HDD which doesn't quite make sense, so this might be a later or earlier version that is more/less complete is some other way.
I doubt there is some software that emulates the HDD or related to HDD and emulation. This shouldn't be related to the SN Systems DVD Emulator.
There is a feature to emulate the CDVD DSP through the ExpansionBay connector on some PS2 models (SCPH-30000 for example), but I don't know whether (doubt) that this feature was present on early models with the PCMCIA interface instead the ExpansionBay connector, because it uses dedicated "pins" on the ExpansionBay connector. Still it is not impossible that the "HE S" signifies some difference in the PCMCIA signals.
I am not familiar enough with the PCMCIA standard to say whether this marking may simply signify the "class" of supported PCMCIA devices or something like that.
