DTL-T10KH HDD Kit Problem?

    Can DTL-20400 and SCPH-20400 be used interchangeably?
    What is the use of an External Hard Disk Drive ?

    Mine doesn't support them either. Nor retail PCMCIA card nor it's debug version DTL-H10010. LAN doesn't work too. As far as I know you need DTL-H10000 to work with PCMCIA HDD.

    Means that the DTL-T10000H does not support the retail version of the HDD Kit(scph-20400)?

    I don't know if DTL-T10000H is the same as DTL-T10000 or it's more like DTL-H10000. Don't know what the last H in your machines name means. Probably @sp193 might help to clear that.

    Yours is a DTL-T10000 that was not upgraded. The minimum DEV9C revision supported by DEV9 itself is v2.0 (CXD9566R), but yours is v1.4 (CXD9546R).
    There are DTL-T10000 units that were probably sent back to Sony, to have their MIF boards replaced with a new model that has the CXD9566R.

    EDIT: it's worth noting that PS2Linux appears to have code for supporting the CXD9546R, although I have no idea how complete that is.

    No, you are free to use the developer (DTL-H20400) or the retail HDD unit (SCPH-20400).

    The developer network adaptor (DTL-H10030) has an addtional cable, in comparison to the retail network adaptor (SCPH-10190).
    The developer PSU brick is universal (100-240V), while the retail PSU brick (SCPH-10200) is 100V-only.
    The developer HDD unit (DTL-H20400) may not support HDD-based DNAS, as per the observations by @TriMesh. The retail HDD unit has full support for the HDD-based DNAS.

    I don't think it was ever mentioned what the 'H' meant, but one could guess it means HDD because Sony documented that the DTL-T10000 model had no support for the HDD unit.

    The DTL-H10000 is like a SCPH-10000 (i.e. it is a PlayStation 2 for testing games, without actual debugging facilities), just that it can boot master discs, cannot support a DVD player and will not boot updates.

    For storing DLCs downloaded via the PSBBN, for allowing the user to save to the HDD unit, for installing your game to the HDD to save the user's time (loading from the HDD is faster than the CD/DVD drive).

    Development for such a game will require the HDD unit, so you can do testing.
    However, development of games in general does not involve this HDD unit (game development is done on the DTL-T10000, from over the network).
