DVDO Edge white sparkles on HDMI signal.

A friend of mine has problems with his DVDO Edge. On the HDMI output he gets white flickering dots, that's not related to the input source.

The obvious suggestion is to try a different HDMI cable, but he has already tried several. It doesn't help.

Does anyone have any knowledge about HDMI signals and care to guess what might be causing this issue?

I have attached a few pictures of the internals. He can take better closeups of the chips if necessary. I should be able to replace any components no problem, as long as they are widely available and not BGA-soldered.
