    http://en.wikipedia.org/wiki/History_of_E3#1996

In 1996, it was held in Los Angeles.

Tokyo got the Tokyo Game Show and Nintendo Spaceworld as well as some other shows like AOU. I'm unfamiliar about the context of the sign in the picture, but it doesn't mean there was ever an E3 in Japan. E3 is hosted by an american association, so they'd hardly move the fair abroad.

It was probably going to be held in Tokyo in 96', but probably canceled due to moving. so they decided to keep in the usa

Found this article regarding Sony and Sega pulling out of E3/Tokyo'96: http://pc.watch.impress.co.jp/docs/article/961105/rumor1.htm

...and also an animation that Mr. Yoshii did for the event: http://www.yoshii.com/gallery/movies/movies_images/yoshii_E3Tokyo.mov

Hope people don't mind, but gleaned what I could from the JP Wikipedia and the PC Watch article and put it on EN Wikipedia so that hopefully we can expand out on this blip in E3's history.

(EDIT: Now I've checked, I realise that these two articles are both major hits on Google, so maybe they weren't as 'hidden' as I thought.)

The sum up is that it lost out to the TGS and was a massive flop.
