No, just Panzer Dragoon. It looks the same, as it's not a remake.

 

The manual states that the version of PD included with PDO is in fact the PC port.
Check the last two pages of the instruction manual, I believe that's where they talk about the game and give some pointers on how to play it.

I think the textures are a tad sharper and some of the pop-up / glitching might be reduced.

 

The PC version of Panzer Dragoon is far worse from the Saturn version bar the textures being sharper.
