The shell color looks almost white to me but is it really very light gray color?

Also I wanted to repaint one of my controller which I've hacked to work on different console. This one has been cleaned but it is all smooth and most of the PC Engine and Duo controllers have textured feel on the shell. How can I make the custom controller have textured plastic feel?

Use white vinyl dye. Soaks into the plastic instead of layering it like paint does.

Soaking in vinyl dye won't turn the smooth plastic into textured plastic. :/ Also Duo-R has off white color and I'd like to match that rather than the original white PC Engine.

It won't turn it into smooth plastic. Isn't the texture is what you want to keep? Spraying vinyl dye close to the surface will cause the white to become an off white. My DUO-R controller isn't smooth. Sorry if I'm misunderstanding you.

The controller I am modding has smooth surface. I wanted to change so it'd match my Duo-R and I wanted to see if there's a way to change from smooth to textured.

Maybe try a gritted paint. It might be far too rough though. Usually designed for floor paint. Only other alternative I can think of is adding your own grit to the paint. Maybe a superfine sand. But it'll give a more stone like texture rather than rough plastic.
