Explanation

    Could someone explain to me in depth why a development kit cannot system link with a retail on either Xbox/360. Just need a better understanding of it. Thanks.

    Thats the real killer. But tunneling apps are coded to scan for consoles by their mac address prefix. Development consoles have a different prefix then retail. Because of that xlink could find my debug kit, but xbc could not.

    A dev console will not system link not more then 3 feet away with a retail.
    An explanation involving network keys is much appreciated.

    Network traffic is encrypted, and the distance doesn't matter. If they are wired together or being tunneled, they will be expecting different keys, and won't be able to use the information being passed. There's probably more to it as well.
