extracting PSARC help...

    I am trying to extract this psarc from GOW: Ascension on PS3. The file is about 2GB if you are wondering. I cannot for the life of me extract any PSARC at all. Any suggestions? I am running a computer with windows 8.1 Pro on it btw.
