Sega Rally 2 on the PC does indeed run like a dream compared to its console counterpart (pun very much intended), though I don't really notice the slowdown on Dreamcast with the 60Hz code enabled. Then again, I've only got the PAL version, which isn't optimised, so I'm guessing it's actually 50Hz at the best. On the subject of disappointing early Dreamcast efforts, it always annoyed me that we PAL owners also got the short end of the stick with a take on Virtua Fighter 3tb that rivalled Tekken 3 on the PlayStation for laziness, which left the door open for Soul Calibur to dominate that genre around the system's launch window, but I digress... As for why Sega only ever made a tech demo of SCUD Race instead of fully developing this into a commercial Model 3 to Dreamcast conversion, perhaps it was a licensing issue? Didn't the FIA buy out the BPR at some point between the arcade original being released and a console version going into production? This would at least explain why Sega could later include tracks but not cars or any direct references to that particular racing series in the Xbox port of OutRun 2.
