Can you clarify - is this related to the recent PSN / XBLA re-release or is it from back in the day? EDIT: Nevermind, googled it:
this will not get as collectible like a genuine nintendo release because this is a painted cart, you can do that if you want.

Scrooge only wants coins to swim in. That is a seriously awesome piece. Would have been better if they opted for a cardboard box though instead of the lunchbox.
It has the Nintendo SOA - so it's actually been licensed by Nintendo? Or is the old license gievn to CapCom still good?

I think I said this before here, but yeah, I agree. Ultimately, Capcom can do what Capcom wants, but by creating such a limited run of these thing and giving it arbitrarily to certain people, it's just creating a situation where a bunch of people on youtube going "Look at what I have that you'll never get " or it's letting people get rich by selling these things on eBay at some point down the line, and that doesn't make me want to buy this game. The concept of physical press releases is way outdated. With the advent of the Internet, the media can be shared digitally. Also, magazines (and blogs) no longer control the collective gamers' mindshare/buying habits/etc & these media outlets aren't even using it right*. Some official statement from Capcom is all that was needed. This still would have gotten play on blogs and magazines because the background music from The Moon level was made famous by The Advantage, Year 200X, et. al. That's the reason people still care about this game in 2013. Any fancy lunchboxes and gold carts are unnecessary & shows how out of touch Capcom is with the gaming public and the (lack of) importance of videogame journalism today. No matter what this cost, people would have been willing to buy it. If they really were so outrageously expensive to produce, then they should go to (charity) auction. *The point of a press release has traditionally been to give magazines high quality pictures and information to print. If there were extra goodies included, they would generally be given away as a part of a contest to 1) raise excitement for game and 2) entice people to buy the magazine (to enter the contest).
