I've got a PAL Wii+Component cable which is gathering dust and I fancy some Easter double dash/f-zero-X next week. Does anyone have any experience with the configurations below? Is it possible to play PAL Gamecube games in progressive scan on a non modded PAL Wii? Would soft-modding the PAL Wii with Priloader allow me to play NTSC games in progressive mode? Cheers!

Enabling progressive on Wii will enable progressive on GameCube games but using the same method like in that link: If you mod your Wii console I higly recommend using Nintendont for GameCube games.
Seconding the above It might work, some work, might not have any major effect if it does work. All depends on the game. Nintendont just works the best. Additionally if you go the mod route, I suggest you use component cables or wii2hdmi. I would also like to warn that some games have issues doing this (Mega Man X Collection for example) due to them trying to run in 240p which breaks the component part of Nintendont (I'm almost certain they're working on a fix for it since I last looked) Additionally there's some other settings that can be used to tweaking purposes (forced video mode, forced signal mode, forced region mode, etc)
There are some PAL GC games that support 480p. You'll need to have progressive scan enabled in the Wii Menu Settings first. Checking that list linked above, F-Zero GX supports it but not MKDD. You're out of luck for a PAL copy of MKDD. I recommend importing the US version and modding your Wii or import both a US copy and a US Wii.
