Hmm, do you mean best "3D rendered" graphics? 2D gba games (with some minor 3D effects) looks pretty good IMO, like the Castlevania games. In terms of 3D games, the FPS games look alright, like Duke Nukem Advance and Ecks vs Sever. There's a couple of racing games that are fully rendered in 3D and they almost look on par with the PS1.

Driver 2 for the GBA was pretty decent as far as the conversion from what I remember. I haven't played it in a really long time so I could have my nostalgia on. Also second on the GBA FPSes. I remember Dark Arena not looking too bad at all.

2D or 3D. There are some impressive games in both. As well 2D might more come down to art/sprite design then technical details.

For 2D games there are the Golden Sun ones. The in-battle animations were really striking for the time, I remember being really impressed.

It was especially impressing as there was HUGE sprites moving around in pseudo-3D. Nice stuff.

Castlevania: Aria of Sorrow has some of the best 2D graphics of any GBA game, I think.

Second on Golden Sun. There are 2, the second one follows the first one. Far better gameplay wise to that DS version and excellent graphics.

In terms of graphics and gameplay, I thought the Tony Hawk games on GBA were amazing! Especially THPS3.

I remember Kingdom Hearts Chain of Memories having some pretty good cut scenes.

V-Rally 3 is easily the best 3D engine of Game Boy Advance. Impressive work from Fernando Velez and Guillaume Dubail, as allways.

They also did Driv3r, Astérix & Obélix XXL and Stuntman. Not nearly as impressive.

I'll just add Boktai series and the pixel perfectness (on original GBA; not much on SP and even less on DS) of a recent obsession of mine: Rhythm Tengoku (or Rhythm Silver 0 as it's being translated. awesome work btw).
