Gen13 / Robocop PSX files? (LEVEL1.WLD)

Someone sent me a couple of zip that should have development files from the Gen 13 and Robocop PSX protos.. but i'm not sure what to do with these. There are 3 files for Gen13 and 3 files for Robocop, all with the same names and extensions:

Level1.wdl
Licensea.dat
psx.exe



Does anyone have any idea about these? Are they useful at all?
